Washington, D.C. – House Majority Leader Kevin McCarthy (CA-23) released the following statement on House passage of H.R. 3438, the Require Evaluation Before Implementing Executive Wishlists (REVIEW) Act:

“The Obama Administration routinely plows forward with implementation of extremely costly regulations while the legality of those rules is being considered by courts. By implementing regulations even when the regulations are being contested in court, the Administration forces individuals and businesses across the country to spend inordinate amounts of time and money to follow rules that the courts may eventually strike down. Ultimately, the rule may be taken off the books, but individuals and businesses have nonetheless been forced to comply with it anyway. Representative Tom Marino’s (PA-10) legislation—part of the House’s Better Way agenda—puts a pause on all regulations that impose $1 billion or more in annual costs until after any litigation is resolved. The American people should never be forced to shoulder the cost of implementing legally questionable regulations that are still being litigated in court.”
