H.Res. 1051 – Rule providing for consideration of H.R. 6691 – Community Safety and Security Act of 2018 (Rep. Handel – Judiciary) (One hour of debate). The Rules Committee has recommended a closed Rule that provides for one hour of general debate equally divided and controlled by the Chair and Ranking Member of the Committee on the Judiciary.  The Rule allows one motion to recommit and waives all points of order against the legislation. 

The Rule also provides for suspension authority on the legislative day of September 13, 2018.

The Rules Committee rejected a motion by Mr. McGovern of Massachusetts to postpone consideration of the resolution indefinitely. Members are urged to VOTE NO.

Complete Consideration of H.R. 4606  – Ensuring Small Scale LNG Certainty and Access Act (Rep. Johnson (OH) – Energy and Commerce) (One Hour of Debate). This bill seeks to codify the Department of Energy’s (DOE) recently revised approval process for applications to export relatively small amounts of liquefied natural gas (LNG) from the United States. The bill amends the Natural Gas Act to provide DOE with authority to deem small-scale natural gas imports and exports consistent with the public interest and grant approval without modification or delay, provided that the application proposes to export no more than 0.14 Bcf/d, and the proposed exports does not require an environmental impact statement or an environmental assessment under the National Environmental Policy Act (NEPA).

The Rule, which was adopted yesterday, makes in order 2 amendments, debatable for 10 minutes, equally divided between the offeror and an opponent.  The amendments are:
 
Pallone Amendment. Ensures the public has the opportunity to know about, and provide input on, LNG export applications.
DeGette Amendment.  Requires export applications to show that the natural gas to be exported was produced using available techniques to minimize methane emissions from leaks or venting.
