Dear Colleague:
Our country, as well as the global community, is facing an unprecedented crisis in the coronavirus pandemic. Congress has acted quickly and decisively, in a bipartisan way, on behalf of the health and safety of our country and our people. We passed legislation to provide $8.3 billion in emergency funds to address needs at the federal, state, and local levels for health and prevention efforts and to support the research and development of therapeutics and a vaccine. Again on a bipartisan basis, we passed the Families First Coronavirus Response Act to ensure testing for the coronavirus is free, to provide emergency paid sick leave and paid family and medical leave, to ensure the availability of unemployment insurance, and to secure access to nutrition for children, seniors, and low-income families.
While these were important first steps, it is clear that additional legislation will be necessary to support our economy. Work is continuing on a third piece of legislation to provide further economic assistance to families facing lost income and industry sectors whose employees are bearing the brunt of this public health crisis.
In light of the guidance issued by the CDC, we will be adjusting the House schedule. It is my intention that the House will not return to session until we are in a position to vote on the third piece of emergency legislation to respond to the economic impact of this crisis.
I share the concerns of many Members regarding the number of Members on the House Floor at any one time. I therefore expect that the House will adjust our voting procedures in order to follow the CDC’s recommendations. No decisions have been made on exactly what these changes will be, but we will be discussing all options. After consulting with our Members and deciding how we will proceed, we will give notice to Members well in advance of any votes.
This is a deeply troubling time for all Americans and people around the world. I am confident that together we will act effectively, responsibly, and quickly to meet the health and economic needs of our people.
