FLOOR SCHEDULE UPDATE - FLOOR SPEAKING OPPORTUNITIES

Members are advised that Democratic Leadership has issued the following policy regarding One Minutes, Five Minutes, and Special Orders during the 116th Congress. 

The first legislative day of the week:
  • Members can give 5 minute speeches during morning hour, at 12 p.m., limited to 55 minutes per side.
  • Members can give 1 minute speeches at 2 p.m. (after prayer and Pledge of Allegiance), unlimited per side.
The middle days of the week:
  • Members can give 5 minute speeches during morning hour, at 10 a.m., limited to 55 minutes per side.
  • Members can give 1 minute speeches, 15 per side, at 12 p.m. (after prayer and Pledge of Allegiance).
The last legislative day of the week:
  • No morning hour.
  • Members can give 1 minute speeches, 5 per side, at 9 a.m. (after prayer and Pledge of Allegiance).
Every day, after legislative business, not beyond 10:00 p.m.:
  • Unlimited 1 minute speeches.
  • 1 Hour-long special order per side.
  • 2 Thirty minute special orders per side.
