Message from the MAJORITY LEADER

This week, the House passed a privileged resolution to terminate President Trump’s emergency declaration at the border. The President’s declaration violates the Constitution and our system of checks and balances. In addition to House Democrats, a majority of Americans, a number of Congressional Republicans, many national security officials, and others have been speaking out against it. Now that the resolution to terminate the declaration has passed the House, I continue to urge Senate Republicans to join us in voting for it as well. We must not allow President Trump to set the precedent whereby a President of either party can declare an emergency any time he or she doesn't agree with Congress.

The House also took long overdue action to prevent gun violence by passing both H.R. 8, Rep. Thompson’s Bipartisan Background Checks Act, and H.R. 1112, Majority Whip Clyburn’s legislation to close the Charleston loophole. After years of inaction, the Democratic-led Majority passed these bills to address the epidemic of gun violence in our communities and keep Americans safe. I'm grateful that advocates and Marylanders who lost family members to gun violence visited the Capitol and joined me to watch this historic Floor debate from the House Gallery. With these votes, we honored the memories of their loved ones with action. I strongly urge Senator McConnell to take up these bills in the Senate, pass them, and send them to President Trump’s desk for signature without delay.  

Next week, the House will vote on H.R. 1, the For the People Act. Last year, I delivered a speech laying out how House Democrats would use our majority to pass a comprehensive reform package to renew Americans’ faith in government. We will deliver on that promise with passage of H.R. 1, which reforms our campaign finance system; ends the process of partisan redistricting nationwide; makes it easier for Americans to exercise their right to vote, and imposes new, higher standards of ethics. I look forward to bringing this legislation to the House Floor next week for a vote to return to a government that is of, by, and for the people.
