“Our first day, on January 3, [House Democrats] passed legislation that would have opened every agency of government, for a short time, to be sure, for Homeland Security, but would have opened up all government agencies with Senate bills. These were not Democratic bills because we thought opening up government was essential for the economy, but mostly for the people who are served by our government. We have, since that time, passed another seven bills, and we’re going to pass one tomorrow, which will provide for immediately opening up government for business. Unfortunately, the Republicans have opposed that, and Senator McConnell has refused to put any of our bills on the Floor of the Senate...’”

“Democrats every day have spoken about opening up government, and almost every day that we have been in session have put a bill on the Floor which would do exactly that and passed it and sent it to the Senate... Tomorrow’s bill will open up every agency of government… All [the Senate has] to do is put that [legislation] on the Floor and the President has to sign it. Shutting down the government is a bad policy; it’s a failed policy; it’s a policy that hurts not only the 800,000 people [who are furloughed or working without pay], but hundreds of millions of people who rely on government… The President is saying either do it my way or no way."
