WASHINGTON, DC - House Democratic Whip Steny H. Hoyer (MD) released the following statement today after the House voted on H.Res. 905, which marked the 84th Closed Rule in the House of Representatives during the 115th Congress, a new record: 

“It ought to surprise nobody that this Republican Majority has now set the record for running the most closed Congress in our nation’s history. Walling off the legislative process, making it less transparent, and taking away the ability of Members to represent the views of their constituents by offering amendments have been hallmarks of their dysfunction. 

“Because of House Republicans’ refusal to allow for debate and full consideration of issues, the products of their Majority have been failures as well. They have failed to address major challenges confronting Americans, from DACA and gun safety to the environment and jobs. Shutting down virtually all amendment debate, as Republicans have this Congress, shuts out the voices of those we represent.  It’s time for the American people to demand that the legislative process be opened once more.”
