Voting Rights
Democrats are working to restore voting protections and ensure every American can exercise the right to vote.
Every election, Americans head to the polls to exercise their most fundamental right – the right to vote. Unfortunately, Republicans at the state and federal levels have launched an unprecedented attack on voting rights. Over the past few years, measures have been introduced by Republicans in state legislatures across the country that would make it harder for millions of eligible voters to register or vote. Congressional Republicans have worked to shut down the Election Assistance Commission (EAC), which was established by the Help America Vote Act in 2002.  The EAC helps states share and implement best practices in voting technology and provides resources to help protect voter data and keep voting accountable.
 
In addition, President Trump continues to make unsubstantiated claims that millions of Americans voted illegally in the last election, and he launched a commission to suppress voting and exclude millions of eligible voters from casting their ballot.  The commission is led by a state official known for purging voter rolls and making ballot access more restrictive, and one of the first acts of the commission was to demand Americans’ private information, which could be used to intimidate voters and restrict their right to vote.  Already, there have been reports of some voters de-registering in order to protect their personal information from being taken by the Trump Administration.
 
House Democrats will not stand for these partisan efforts to hinder access to the ballot. In December 2019, House Democrats passed the Voting Rights Advancement Act to restore the voting rights protections struck down by the Supreme Court in the flawed Supreme Court decision in Shelby County v. Holder. Earlier in 2019, the House passed H.R. 1, the For the People Act, which makes it easier for Americans to exercise their right to vote. House Democrats have also passed the Securing America’s Federal Elections (SAFE) Act, legislation to safeguard our democracy and prevent foreign interference in our elections. The legislation authorizes a grant program to assist states in securing election infrastructure, among other provisions that improve the security and integrity of our elections.
 
House committees will continue to work on additional legislation to protect voting rights, strengthen election security, and stop continued efforts by foreign entities to subvert our democracy.

While we’re still celebrating yesterday’s Supreme Court ruling on DOMA and Prop 8, we’re still disappointed by the Court’s ruling against the Voting Rights Act on Tuesday. Already, criticism of that decision is coming in from all corners of the country. Take a look at some of the latest headlines:

As the constitutionality of Section 5 of the Voting Rights Act is being challenged in the Supreme Court, Americans’ equal access to casting their ballots has been called into question, again.  While Democrats are committed to fighting to ensure all Americans are able to exercise their fundamental right to vote, many states have continued to put in place laws that make it harder for some Americans – especially minorities, seniors, and youth – to participate in the electoral process.  A new study shows that voter ID laws are having a very real effect on young minorities.

Today, Rep. John Lewis (GA-5), House Democratic Whip Steny H. Hoyer (MD-5), Assistant Democratic Leader James Clyburn (SC-6), Rep. John Conyers (MI-13), and Rep. Robert Brady (PA-1) reintroduced the Voter Empowerment Act in the House of Representatives.  Sen. Kirsten Gillibrand of New York introduced a companion version in the Senate.  The Voter Empowerment Act will help ensure equal access to the ballot for every eligible voter, will modernize our voter registration system to help more Americans participate, and takes steps to eliminate deceptive practices and voter fraud that deter voters from casting their ballots.

“I applaud today’s ruling by the DC District Court that concluded the Texas voter identification law would make it more difficult for citizens to exercise their right to vote. This law is just one example of legislation that is being passed across the country that could disenfranchise minorities, the elderly, and college students. While proponents of these voter identification laws claim they’re targeting voter fraud, there is scant evidence that such fraud exists. Instead, the real purpose of these laws is to make it substantially harder for eligible voters to cast their ballot and have their votes counted.

Today’s misguided decision to uphold the restrictive  voter ID law in Pennsylvania is a reminder of the challenges we face to ensure that all citizens have access to the ballot box on Election Day.  Democrats will continue to work to ensure all citizens have the ability to participate in elections by informing people on their right to vote.

Recently, we have seen several states across the country implement restrictive and unfair voting restrictions, citing the need to prevent against alleged fraud. But as this analysis in the Washington Post confirms, there are fewer examples of this illegal activity than voter ID supporters claim:

WASHINGTON—Today House Democratic Whip Steny Hoyer, House Administration Committee Ranking Member Bob Brady and House Judiciary Committee Ranking Member John Conyers convened a meeting of Members and representatives from youth, student, and voting organizations. The discussion focused on the escalating attempts to prevent students and young people from casting ballots this November. In state legislatures across the country, there has been a significant rise in laws designed to hinder access to the ballot for students, minorities, seniors and other groups. If nothing is done about these new restrictions, thousands of those eligible young voters will be turned away from the polls.

As my colleague, Mr. Engel, as my colleague on the Republican side, and as Dr. Christensen has pointed out, our hearts and thoughts go out to and with those people who by happenstance of going to a movie have lost their lives. Been injured badly. Have lost family members. Have had the confidence of going out and about in this country put at risk. How we lament that loss of life, that loss of confidence, that loss of a sense of safety in their community.
