Congressman Jesús “Chuy” García (IL-04) seeks candidates for the position of Legislative Director to manage and advise the Member on all legislative policy, positions, and strategy. This is not an entry-level position and previous legislative, Capitol Hill experience is required. Strong candidates will have a thorough understanding of the legislative process, experience managing a team, and the ability to work effectively in a fast-paced environment. Ideal candidates will have ties to Illinois or Chicago and have Spanish-language proficiency, though not required. This senior staff position reports to the Chief of Staff and the Congressman and works closely with the Communications Director and District Director.

Executes long-term and short-term strategic planning for the Member’s legislative agenda
Manages and coaches the legislative staff in order to maintain compliance with high office standards, policies, and protocols
Handles a portfolio of legislative issues, including the Congressman’s Transportation & Infrastructure Committee assignment
Monitors legislative activity on the House Floor and the Member’s committees
Develops coalition-based, strategic approaches to advancing the Member’s agenda, including inside-outside tactical planning
Assists constituents, advocacy organizations, and the District Staff to provide relevant federal updates and guidance on federal matters
Assigns, monitors, and evaluates legislative staff work-products
Supervises, edits, and approves the work of the Legislative Correspondent
Takes constituent and advocacy group meetings as necessary
Coordinates the preparation of legislative memos, policy-related interview prep, and cosponsorships
Maintains meticulous records of votes, policy positions, legislative initiatives, and cosponsorships
Accepts performance-based constructive criticism and guidance
Works a flexible schedule including long hours, nights, and weekends; and
Performs other duties as assigned
SKILLS AND ABILITIES
Ability to think strategically to advance legislative agenda and priorities of the Member
Thorough knowledge of House Rules, procedures and the legislative process
High-level ability to communicate orally and in writing
Excellent writing and editing skills for various mediums including floor speeches, interview talking points, Op Eds, etc.
Understanding of and ability to harness the efficacy of coalition-based politics and issue-advocacy
Ability to self-motivate, think creatively, and problem solve
Works well under pressure, stress, tight deadlines and long hours
Strong multi-tasking capacity
Ability to work cooperatively and courteously with others
4+ years of Capitol Hill / Legislative experience and some management experience
Spanish Language (written and oral proficiency) a plus
Knowledge of or ties to Illinois or Chicago a plus
Experience in Transportation & Infrastructure policy
