Dems’ Inflation-Inducing, Pro-Amnesty Omnibus Spending Bill Must Be Defeated

TOPLINE:  Democrats do not care how their reckless spending and enormous tax increases have hurt the American people or the U.S. economy. In the dead of night, Speaker Nancy Pelosi and Senate Majority Leader Chuck Schumer released their $1.8 trillion omnibus appropriations package that will cause inflation to skyrocket and doubles down on their destructive open-border policies. With high inflation, disappearing jobs, and surging energy prices, Democrats have made it clear that they cannot craft a responsible fiscal agenda that meets the needs of hardworking families.

Democrats’ Partisan Power Grab

On November 8th, the American people rejected the Democrats’ total control of Washington.


Instead of allowing the newly elected House Republican Majority to have a say in funding the government for Fiscal Year 2023, Democrats are trying to ram their far-left $1.8 trillion wish list through Congress.

Speaker Pelosi understands that Democrats’ policies are deeply unpopular, so she is trying to give the U.S. House of Representatives as little time as possible to review what is in the bill.

Over the past two years, the Biden White House and Congressional Democrats wasted more than $5 trillion. Now, they want to spend an additional $1.8 trillion right before Republicans take back the House. This is unacceptable. Since 1954, control of the House has changed five times, and there has never been an instance of Congress passing an omnibus spending bill before a new House majority takes over.

Democrats’ omnibus spending bill is designed to sideline the incoming Republican majority in the U.S. House of Representatives by extending many programs for multiple years and providing significant funding increases for Democrat priorities on top of the exorbitant spending that has already been appropriated this year.

Through their pro-amnesty and open-door immigration policies, Democrats have failed to meet the fundamental duty of securing our border. Under President Biden, more than 4.1 million illegal immigrants have unlawfully entered the United States. When asked why he hadn’t visited the southern border, President Biden  retorted  that he had “more important things going on.”

Let’s be clear: President Biden and Vice President Harris have done nothing to secure our border or stop the flow of fentanyl. Democrats’ 4,000-plus page omnibus bill fails to address the border and drug crisis plaguing our country. 

 

Don’t let Democrats and their allies in the mainstream media fool you. Here’s the truth about what’s actually in the $1.8 trillion omnibus spending bill: 

  • The bill provides $1.646 trillion in non-emergency discretionary spending, including $858 billion for defense and $787 billion for non-defense:
    • This is a total increase of $134 billion, or 9 percent, over last year.
    • Defense spending increases by $76 billion (10 percent). 
    • Non-defense spending increases by $57 billion (8 percent). 
  • The package includes $85.5 billion in emergency supplemental funding:
    • $47.3 billion for Ukraine-related assistance.
    • $38.2 billion for disaster assistance. 
  • This new spending is on top of the $87 billion in emergency discretionary funding already appropriated for FY23:
    • $70 billion in the Infrastructure Investment and Jobs Act.
    • $17.3 billion in the prior Continuing Resolutions. 
  • Unprecedented Democrat spending this Congress should trigger statutory PAYGO cuts, but the bill waives them without including alternative spending cuts, adding an additional $260 billion to our debt.
  • Despite the ongoing border security crisis and the Democrats’ eagerness to let Title 42 expire, this package effectively reduces funding for enforcement and fails to include tougher policies that would actually address the issue:
    • Funnels hundreds of millions of dollars towards shelter services for migrants and non-governmental organizations that facilitate illegal immigration.
    • Provides flat funding for ICE Enforcement and Removal Operations with no increase to account for inflation, reducing the number of detention beds available.
    • Underfunds Border Patrol Agent hiring despite historic levels of encounters on the border while spending hundreds of millions of dollars to increase pay for Transportation Security Officers.
    • Subsidizes illegal immigration by providing $10 million for legal assistance for detained migrants.
  • This package also includes a number of specific troubling spending provisions:
    • $12.319 billion for the Internal Revenue Service, on top of the nearly $80 billion provided to the IRS in the Inflation Reduction Act.
    • A 12 percent increase in climate research for the National Oceanic and Atmospheric Administration.
    • 9 percent increase for the National Labor Relations Board, which has operated with flat funding since 2010.
    • $3.46 billion for renewable energy programs at the Department of Energy, a historic high. 
    • Instead of working with Republicans to lower energy costs for families through common sense legislation and policies, this bill throws more money at the problem by providing $3.5 billion in the Low Income Home Energy Assistance Program as “emergency spending” that doesn’t count under the budget topline. 
    • $13 billion increase for the Supplemental Nutrition Assistance Program due to inflation caused by the Administration’s disastrous policies and never-ending “COVID public health emergency”.
    • 22 percent increase for Climate Adaptation Science Centers at the U.S. Geological Survey.
    • 125 percent increase in loan authority for the Presidio Trust, a parochial priority of Speaker Pelosi.
    • $65 million increase for the United Nations Relief and Works Agency, which has produced materials promoting terrorism and anti-Semitism, on top of regular contributions.

More than 54 million Americans elected House Republicans to lower inflation, cut energy costs for American families, halt illegal immigration, stand with law enforcement, and put parents back in control of their child’s education. Democrats disagree and are trying to use their control of both chambers of Congress one last time to pass their runaway spending spree that refuses to secure our border. We must stop them.
