Here’s what to watch for on the House Floor this week: Stopping the Biden Administration’s Plan to Hire 87,000 New IRS Agents Last year, Democrats gave the Internal Revenue Service $80 billion to hire an additional 87,000 agents to audit low-income and middle class Americans. According to a nonpartisan analysis from the Joint Committee on Taxation, the Inflation Reduction Act would increase tax revenue by $16.7 billion from Americans earning less than $200,000 a year, and tax revenue collected from those making $100,000 per year or less would increase by $5.8 billion.
House Republicans are ready to stop the IRS from snooping on the bank accounts of hardworking families and small businesses. Congressman Adrian Smith’s legislation, H.R. 23, the Family and Small Business Taxpayer Protection Actwould rescind tens of billions of dollars allocated to the IRS in the Inflation Reduction Act.
The Family and Small Business Taxpayer Protection Act:
  • Defunds the Biden Administration’s plan to hire 87,000 new IRS agents.
  • Blocks efforts to drastically increase audits on middle class families.
  • Preserves funding for customer service and I.T. modernization.

Countering the Chinese Communist Party For the past four years, President Biden and House Democrats have failed to hold the Chinese Communist Party accountable.From its gross human rights violations to its role in the COVID-19 pandemic, Democrats have turned a blind eye. Republicans are serious about China’s national security threat and are ready to take measures that will counter the Chinese Communist Party’s malicious agenda and military build-up. Speaker McCarthy announced he was tapping Congressman Mike Gallagher to lead the House Select Committee on China, which will investigate and recommend policies to address China’s economic, technological, and security progress.

In a joint op-ed with Speaker McCarthy, Gallagher wrote that the Select Committee on China will focus on:

  • Restoringsupply chains and ending critical economic dependencies on China.
  • Strengthening the military.
  • Ending the Chinese Communist Party’s theft of American personal data and intellectual property.
  • Contrasting the Chinese Communist Party’s techno-totalitarian state with the values of the Free World.
H. Res. 11 establishes a Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party.
  • The Committee will be composed of 16 members appointed by the Speaker, including nine Republicans and seven Democrats.
  • The Committee will investigate and make policy recommendations on the status of the Chinese Communist Party’s economic, technological, and security progress and its competition with the United States.
  • It will have no legislative jurisdiction but may hold public hearings in connection with its investigative functions.
It’s time to build a strong consensus about how the United States will defeat the Chinese Communist Party in this modern Cold War.
Protecting the Constitutional Rights of the American People Congress hasn’t kept pace with the federal government’s potential to abuse new technology, and we need to better understand how U.S. intelligence agencies work with each other and with the private sector to collect information on Americans or to undermine their fundamental constitutional rights. H. Res. 12 creates a select subcommittee on the House Judiciary Committee to investigate the weaponization of the federal government against everyday Americans. The select subcommittee:
  • Will investigate how the Federal Bureau of Investigation, Department of Justice, Department of Homeland Security, and other executive branch agencies obtain information from and provide information to the private sector, non-profit entities, or other government agencies to facilitate action against American citizens.
  • Would be given sweeping investigatory powers that include access to information shared with the House Intelligence Committee and the authority to review ongoing criminal investigations.
  • Would permit Speaker McCarthy to name 13 members to the panel, including five Democrats, after consultation with Minority Leader Hakeem Jeffries.
House Republicans will hold the Biden Administration accountable.
Stopping the Biden Department of Energy From Selling Our Strategic Petroleum Reserve to China Over the past two years, President Biden has drained our Strategic Petroleum Reserve to distract from his war on American energy, weakening our economic and national security. The Strategic Petroleum Reserve is now at its lowest level since 1983.
Worse still, the Biden Administration sold oil from our strategic reserves to the Chinese Communist Party, which now has the largest government-controlled reserve of oil in the world.

House Republicans have a plan to stop President Biden from sending our emergency fuel supply to China. Energy and Commerce Committee Chairwoman Cathy McMorris Rodgers’ legislation, H.R. 22, Protecting America’s Strategic Petroleum Reserve from China Act, will prevent further direct or indirect sales and exports from our Strategic Petroleum Reserve to the Chinese Communist Party and help end Biden’s abuse of our strategic reserves. We cannot allow the Biden Administration to bolster China’s national security at our own expense.

Taking Action Against Rogue Prosecutors Far-left district attorneys would rather release dangerous criminals into the public than prosecute career criminals. As a result of letting dangerous felons and repeat offenders off the hook, crime is skyrocketing nationwide. These dangerous criminals know there will not be any consequences for their violent actions.
Republicans want to undo the damage Democrats have created and restore law and order. Congresswoman Malliotakis’ legislation, H.R. 27, Prosecutors Need to Prosecute Act, would hold prosecutors accountable and create transparency by letting the public know:
  • How many cases prosecutors are declining to prosecute.
  • The number of offenses committed by career criminals.
  • The number of criminals released.
By cracking down on rogue prosecutors who favor criminals over victims, we can ensure that no one else is put in harm’s way because of Democrats’ negligence.

Expressing Support for Law Enforcement The American people are horrified by Democrats’ soft-on-crime policies and the increase in violent crime nationwide. Democrats’ anti-cop rhetoric has fueled violence against law enforcement officers and has contributed to a record rate of police retirements. According to the Police Executive Research Forum, which surveyed nearly 200 police departments across the country, retirements were up by 45 percent, and resignations increased by 18 percent from April 2020 to April 2021. Data also reveals that a larger percentage of officers left departments in big or medium-sized cities. We need to let our brave men and women in blue know that we have their backs. Congressman Buck’s resolution, H. Con. Res. 4:
  • Offers the House of Representatives’ sincere thanks and appreciation to the nation’s law enforcement officers.
  • Recognizes the great sacrifice our law enforcement officers make to serve our communities regardless of the political winds of the day.
  • Highlights the dangers law enforcement officers face on the job.
  • Rejects the misguided and dangerous efforts to defund and dismantle the nation’s law enforcement agencies.

Babies Born Alive Deserve Protection It’s time we pass legislation that protects the sanctity of life and safeguards the rights of the unborn. Congresswoman Ann Wagner’s legislation, H.R. 26,  the Born-Alive Abortion Survivors Protection Actsecures medical protections for babies that survive an attempted abortion. The Born-Alive Abortion Survivors Protection Act:
  • Requires that health care practitioners who are present at a live birth during an attempted abortion exercise the same degree of skill, care, and diligence to preserve the life and health of the child that would be offered to any other child born prematurely at the same gestational age and then immediately transport and admit the child to a hospital.
  • Requires health care practitioners and hospital employees to report violations to law enforcement authorities, reducing the number of born-alive abortions that go unreported.
  • Failure to exercise the required degree of care, or report a failure to comply can be penalized through fines or up to 5 years imprisonment.
  • Penalizes the intentional killing of a born-alive child as murder.
  • Gives the mother of the abortion survivor a civil cause of action against the abortionist and protection from prosecution, recognizing that women are the second victims of abortion and promoting the dignity of motherhood.
Every single Member of Congress should be able to agree that newborn babies deserve protection regardless of the circumstances under which they are born.

Condemning Violence on Pro-Life Institutions Ever since the draft of the Dobbs v. Jackson Women’s Health Organization decision was leaked to the public, pro-life institutions, including crisis pregnancy centers, and churches, have been subjected to a recent uptick in violence and destruction. In communities across our country, crisis pregnancy centers are providing life-sustaining resources and education to pregnant women, infants, and families. Diapers, formula, access to safe housing, parenting, and newborn care classes are just some of the critical services provided by pro-life and religious organizations. Rather than supporting the organizations that are supporting our most vulnerable, Democrats and the Biden Administration are turning a blind eye to the violence targeting these places. It’s time for the House of Representatives to condemn this violence and put the needs of women and infants ahead of the outrage machine from far-left, pro-abortion activists. Republican Conference Vice Chair Mike Johnson’s legislation, H. Con. Res. 3, condemns the attacks on pro-life facilities, groups, and churches.
