The Republican Recap: Week of July 17, 2023

Here’s a recap of what Republicans achieved on the House Floor this week:

Preventing Illegal Immigrants from Sheltering in Schools ✅

As migrants continue to overwhelm communities across the country due to Biden’s border crisis, cities like New York are looking at plans to house illegal immigrants in public school facilities.

Schools should be focused on providing the best opportunities to their students, who are already suffering from post-pandemic learning loss. Sheltering illegal immigrants in school facilities poses safety risks to students, denies them access to physical education and extracurricular activities, and disrupts their learning environment.

Rep. Marc Molinaro’s legislation, H.R. 3941, the Schools Not Shelters Act, bans the use of public elementary schools, secondary schools, or institutions of higher education as shelters for illegal immigrants.

“Families understand that schools are places where our students receive an education, participate in athletics, and receive vital services like therapy. I wrote the Schools Not Shelters Act to prevent our schools from being transformed into migrant shelters,” said Rep. Marc Molinaro.

What Members Said:

"The problem is, if you look at New York City right now, you'll see that there are more illegal immigrants being housed in our shelters than American citizens. Walk down the streets of the city and you see homeless New Yorkers, people who have substance abuse issues, people who have mental health issues, lying on the streets of our city while the mayor has gone head over heels and has done everything possible to house citizens of other countries who chose not to follow our rules, who chose not to follow the proper process, and have come on into our country," said Rep. Nicole Malliotakis.

"And then on top of it to add schools, which is where children should be learning. They've lost two years of socialization, of physical fitness, of interaction, thanks to COVID. And now he wants to take away the school gym. So if anyone says it's a manufactured crisis, look at New York City because it is happening there."

Rep. John Rutherford noted how schools should be used for education, not housing illegal immigrants.

Investing in Safer and More Efficient Air Travel ✅

The United States has long held the gold standard for air travel and aviation safety; however, due to a lack of innovation and bureaucratic hurdles, other countries like China are starting to pass us by.

Investing in our aviation workforce and infrastructure improves the safety and efficiency of air travel, supports millions of jobs, secures our global leadership, drives economic growth, and broadens the aviation workforce pipeline.

H.R. 3935, the Securing Growth and Robust Leadership in American Aviation Act, introduced by Chairman Sam Graves, reauthorizes the Federal Aviation Administration and aviation safety and infrastructure programs for the next five years.

“America has always been the gold standard in aviation, and this bill ensures that we remain the world leader,” said Chairman Sam Graves. “This bipartisan legislation improves the safety of our system, our airport infrastructure, and the quality of service for passengers. Not only that, this bill will make the FAA more efficient, encourage the safe adoption of new and innovative technologies, and address growing workforce shortages, from pilots and mechanics to air traffic controllers. In addition, this bill provides the first title dedicated specifically to our critical general aviation sector – the backbone of the American aviation system. I appreciate the work of all my colleagues who helped develop and move this bill through the House today, and I look forward to finishing work on this bill with the Senate before the current FAA law expires in September.”

What Members Said:

“Since the Wright brothers took their first flight, America has been the world's pioneer in the skies. That's why I rise in strong support of the FAA reauthorization bill that is before us today, because it will build on that legacy. Today, we will vote to provide much needed long term stability to our nation's aviation system and ensure that our skies remain the safest in the world,” said Rep. Mike Collins.

“With this legislation, we will improve efficiency at the FAA and invest in critical infrastructure, including regional and local airports. We will pave the way for new technologies and ensure that the FAA is ready to certify innovations, innovations like hypersonic aircraft. We will also strengthen our general aviation community which is a key part of our nation's economy and identity. And we will take steps to grow our aviation workforce and ensure our airlines can meet the needs of the traveling public and improve on the passengers’ experience.”

Rep. Dave Joyce highlighted how H.R. 3935 will allow the U.S. to continue our global leadership in aviation.

Expressing Support for Israel and Denouncing Antisemitism ✅

The State of Israel has been a long-time friend and ally to the United States, sharing in our commitment to democracy and working with us to counter regional threats. Recently, however, there has been a disturbing rise of antisemitic rhetoric from prominent figures in the Democrat Party, such as when Democrat Rep. Pramila Jayapal stated that “Israel is a racist state” on July 15.

This kind of hateful attack on a nation that has suffered heinous persecution on the basis of race and stands for freedom and self-determination not only fuels antisemitism, but also threatens our national security.

Rep. August Pfluger’s legislation, H. Con. Res. 57, expresses congressional support for the State of Israel and rejects all forms of antisemitism.

“Israel is our most important partner in the Middle East a critical partner for U.S. national security. It is disgraceful that nine Members of this body refused to condemn antisemitism and affirm that Israel is not a racist or apartheid state, but I am proud that House Republicans are completely united in support of the State of Israel and Jewish communities,” said Rep. August Pfluger.

What Members Said:

"Democracy and its shared values are at the very core of the U.S. Israel relationship. And the beauty of our friendship is that we stand together, shoulder to shoulder, as we defend our freedom and our way of life from threats like Iran, Hezbollah, Hamas, and other forms of terrorism. Let me be clear: Israel's not, Israel's not a racist country. It is deeply disturbing and concerning to me that some in this body have such a profound misunderstanding of Israel and Israeli society," said Rep. Michael McCaul.

"Israel is responsible for protecting the well being of its citizens. Protecting one’s citizens from terrorist attacks is not racism – it is national security. And to think otherwise is small minded, quite frankly, Mr. Speaker, it's just plain simply wrong."

Rep. John James emphasized how Israel is one of the United States' closest allies.
