TOPLINE: Despite the massive crisis at the southern border, House Democrats are pushing ahead with irresponsible legislation that promotes amnesty and does nothing to halt illegal immigration. The Dream and Promise Act will further incentivize children and migrants to unlawfully enter our country and fails to secure our border.   Democrats' Major Immigration Overhaul Contains No Border Aid During a Border Crisis    The White House is unable to make the argument that Joe Biden’s rhetoric and policies have nothing to do with the surge of foreign children and migrants traveling to the border.     On Thursday, the House of Representatives will vote on H.R. 6, the Dream and Promise Act of 2021, which truly shows how out of touch Democrats are with the American people. H.R. 6 is a radical effort by Nancy Pelosi and her far-left caucus to give amnesty to “Dreamers,” but House Democrats are refusing to authorize additional resources for Customs and Border Patrol to address President Biden’s self-made crisis at the border.     By failing to include enforcement provisions to deal with the tide of illegal immigration or provisions to address the humanitarian crisis at the border, the Dream and Promise Act would:  

• Grant green cards and special amnesty on a mandatory basis to an illegal immigrant population that far exceeds the eligibility requirements established under the Deferred Action for Childhood Arrivals program.
• Provide green card status to any individual granted or eligible to receive Temporary Protected Status (TPS), regardless of whether they received TPS, entered illegally, or are no longer in the country.
• Allow individuals convicted of dangerous crimes, including MS13 and other gang members, to receive a green card by including the following exceptions:
  • Allows applicants with multiple misdemeanor convictions, even if the crime was violent or resulted in death or bodily injury to receive a green card
  • Blocks consideration of serious, violent crimes committed as a juvenile when adjudicating an application
  • Gang member exclusion is very onerous – only the DHS Secretary can provisionally deny an applicant based on gang membership, and the denial is subject to an appeals process
  • Includes an expansive waiver of the criminal exclusions.
• Waive the physical presence requirement for individuals deported during the Trump Administration allowing them to apply for green cards.

  These foreigners attempting to illegally enter our country are a matter of national security.   Customs and Border Protection confirmed to Congress that four people arrested at the southern border since October match names on the FBI's Terrorist Screening Database.   If Joe Biden and Nancy Pelosi refuse to secure our border, terrorists and other criminal organizations will continue to exploit the mayhem at the U.S.-Mexico border for their own gain.     Hypocrisy Alert: Biden Ignores Science for Political Convenience    In January, President Biden issued an executive order requiring a negative COVID test for foreign tourists before they enter the United States. However, it’s a different story at the border. Democrat Congressman Henry Cuellar recently stated that Customs and Border Protection, under the Biden Administration’s leadership, is releasing untested illegal immigrants into border communities.   Not only does the Dream and Promise Act incentivize more illegal crossings of COVID positive migrants and children, but this pro-amnesty legislation does not contain any provisions which would prevent releasing untested immigrants into the United States.     The Centers for Disease Control and Prevention has issued strict guidelines for sports fans, preventing them from safely rooting for their favorite team outdoors at a sports arena. However, the Biden Administration has no problem stuffing up to 3,000 immigrant teenagers at a convention center in Texas.   For months, liberals have attempted to fine, shame, and arrest those who dared reject their lockdown orders which unnecessarily closed churches and schools.   How can House Democrats support housing illegal immigrants in an unsafe way that can spread the coronavirus? Why doesn't H.R. 6 clearly state that all illegal immigrants who test positive for COVID-19 should not be released into U.S. towns and cities? Why won't Democrats criticize the Biden Administration for not following its own guidelines?   Biden is Losing the Immigration Debate In their Immigration Index, Rasmussen Reports tracks whether voters support more immigration or less immigration by asking the same ten immigration questions every week since December 2019.   The answers had been generally stable until the end of 2020 when they began to shift in favor of more border enforcement, opposition to amnesty, and less legal immigration.     Joe Biden’s rhetoric and policies are pushing public opinion away from the Democrats’ position on immigration and border security.         BOTTOM LINE: The Dream and Promise Act would not solve President Biden’s self-made crisis along the southern border. H.R. 6 would encourage more foreigners to illegally enter our country because they expect to benefit from Democrats’ mass-amnesty policies.
